Chief Executive Officer, Multimedia Development Corporation (MDeC)
ENCIK BADLISHAM GHAZALI is the new Chief Executive Officer of the Multimedia Development Corporation (MDeC), the one stop agency set up by the Government to facilitate the development of the Multimedia Super Corridor (MSC). He is responsible to provide the leadership to drive the MDeC as a high performance organization that is responsible to translate the MSC vision into action.
Prior to his appointment in MDeC, Badlisham was a Director of the new Hewlett-Packard in Malaysia and Country General Manager of HP Technology Solutions Group (TSG).
As Country GM of HP TSG, Badlisham was responsible for the management of the overall business and profitability of 2 Business Groups; HP Services and Enterprise Products.
HP Services consists of 3 Business Units;
1. Consulting & Integration,
2. Managed Services and
3. Customer Support.
Enterprise Products consists of 4 Business Units;
1. Business Critical Servers
2. Network Storage
3. Industry Standard Servers (Intel-based)
4. Software (Openview & Opencall)
By end of FY03 (31st Oct), Badlisham had led HP Services to the No.1 position with a growth rate of 18%, as the largest IT services organization in Malaysia with over 600 IT professionals under his care.
Prior to the merger between Hewlett-Packard Co. and Compaq Corp. in May 2002, Badlisham Ghazali was the Managing Director and General Manager of Business Customer Organisation of Hewlett-Packard Sales (Malaysia) Sdn Bhd (HPSM).
Badlisham started his career in HPSM as an industrial trainee and within a year, had progressed to a Senior Sales Executive position. Within his first 3 years in HPSM, Badlisham was responsible for managing the Government accounts. During this period, Badlisham was the lead person from the local Hewlett-Packard in these customer organizations.
In 1992, Badlisham was promoted to District Sales Manager responsible for Government businesses. He was also responsible for and acted as the liaison manager for a joint-venture company; Sapura Systems Malaysia; which Sapura Bhd owns 70% and HPSM owns 30%. During this period Badlisham started the Telecommunication business focus and which to date is the single largest contributor to Enterprise Sales revenues.In 1992, Badlisham was promoted to District Sales Manager responsible for Government businesses. He was also responsible for and acted as the liaison manager for a joint-venture company; Sapura Systems Malaysia; which Sapura Bhd owns 70% and HPSM owns 30%. During this period Badlisham started the Telecommunication business focus and which to date is the single largest contributor to Enterprise Sales revenues.
In November, 1994, Badlisham was given the responsibility to manage all of the Computer Systems Organization and named Country Manager of CSO.
By August 1996, Badlisham was identified to spearhead Hewlett-Packard Sales (Malaysia) Sdn Bhd as their Managing Director.
Sham (as he is fondly known) also served as a Company Director for:

g) Hewlett-Packard (Labuan) Ltd - since September 2003
h) Hewlett-Packard (British Virgins Island) Inc - since 21 July 2003
i) Sapura Systems Malaysia Sdn. Bhd. (local JV company of which HPSM owns 30%)
Badlisham was appointed Councilor for PIKOM, the Malaysian Computer Industry Association in 1998 and served in their Government Relations Committee (GRC) for 1 1/2 years.
Badlisham has also represented HPSM as a member in the :
• American Malaysian Chamber of Commerce (AMCHAM)
• Malaysian International Chamber of Commerce and Industry (MICCI)
He was with the company for over 16 years and has more than 18 years of experience in the IT industry in Malaysia.
He was officially appointed as the Chief Executive Officer of the Multimedia Development Corporation on the 16th January 2006.
Badlisham holds a B.Sc degree majoring in Computer Science from the University of Northern Illinois, United States of America and a Diploma in Computer Science from Institute Technology of MARA, Malaysia.
Badlisham is married with two daughters. He is an avid golfer with interest in bowling and badminton.

As a one-stop agency, Multimedia Development Corporation (MDeC) has been established to facilitate the development of Malaysia’s national ICT project called the Multimedia Super Corridor (MSC) and to expedite the entry of investors into the MSC. MDeC is also empowered to grant MSC Status to companies wishing to locate their operations in the MSC.
